Day 28: The Definition of a Parent

Under the laws regulating education and special education in New York, the term “parent” can include:

  • Birth or Adoptive parents,

  • Legally Appointed Guardians,

  • Designated Persons in Parental Relation,

  • Custodians,

  • Stepparents,

  • Grandparents,

  • Other relatives with whom the child resides,

  • Foster parents, and

  • Surrogate parents.
