Understanding Intellectual Disability

According to Section 300.8(c)(6) of the federal regulations that implement the Individuals with Disabilities Education Act (IDEA), “Intellectual disability means significantly subaverage general intellectual functioning, existing concurrently with deficits in adaptive behavior and manifested during the developmental period, that adversely affects a child’s educational performance” (https://sites.ed.gov/idea/regs/b/a/300.8/c/6).

In its MMWR Surveillance Summaries/Vol. 70/No. 11, dated December 3, 2021, the Centers for Disease Control and Prevention (CDC) points out: “IQ scores are not necessarily stable measures of intellectual ability over time…and might be especially unstable during early childhood”.
